A little googling produced the following:

MINUTES OF A MEETING OF THE PUBLIC ART SUB-COMMITTEE HELD ON WEDNESDAY, 22 NOVEMBER 2006 AT 10:05AM

.....GREY LYNN SHOPPING CENTRE KATE MILLINGTON MOSAIC

    1. That the Public Art Sub-committee accession into Council's public art collection the Kate Millington tile art mosaics, jointly funded by Samson Corporation and Council, located at 571 Great North Road.
    2. That the Chair write to the Samson Corporation thanking them for their generous corporate sponsorship of the Kate Millington tile art mosaics.
    3. That a letter of agreement with the Samson Corporation be formulated, acknowledging that Auckland City will care for and maintain the Kate Millington tile art mosaics, and outlining the responsibilities of both Samson Corporation and Auckland City in reference to Council's re-siting or removing public art works policy and guidelines.

Kate Millington, Auckland

For the Diversity Mural Mosaic, November 2006. This 69 square metre mosaic is located at the intersection of Surrey Crescent and Great North Road in Grey Lynn, Auckland. Grey Lynn has long been regarded as the multi-cultural heart of the inner city and its liberal, diverse and artistic community has been proud to celebrate and showcase its many talents and creativity. Kate Milligan's intention was to create a mural of unification with a message of co-operation and co-habitation using stylized iconic images from a range of different cultures. The final archway with the words 'many people one community' further reinforces the notion that the celebration of difference can also lead to understanding and peaceful co-habitation. The mural was funded by the Western Bays Community Board and also sponsored by the Friedlander Trust.

Funding details differ slightly from the Council minutes.

And Kate Millington:

Kate Millington is an Australian by birth, and has lived in Grey Lynn for 17 years. She studied art at Sydney College of the Arts (taking her Bachelor degree), then at Elam School of Fine Arts, University of Auckland, and graduated with her Masters degree. She has one daughter, Petra, and a son, Jas.

Kate has been working on mosaics for nearly ten years. ... She does a wide variety of work, and among the projects she has done are fountains, swimming pools, showers, paths, basins, fire places, stairways, and restaurants.
